OBJECTIVES

  1. Stimulate the development of statewide 4-H adult leader education programs.
  2. Stimulate the participation of adult 4-H leaders in county, district, state, and regional education programs.
  3. Maintain a strong communication between county and district 4-H Leaders' Associations and State 4-H & Youth faculty and extension administrators on 4-H leader needs.
  4. Assist in planning, implementing, and evaluating state 4-H events and activities through the exchange of ideas among adult leaders.
  5. Sustain a liaison with the Texas 4-H Council and the Board of Trustees of the Texas 4-H Foundation.
  6. Assist in the development of resources to support the 4-H leadership development program.
  7. Interpret the 4-H program to the public with the emphasis on leadership development and self esteem for all youth of Texas.
  8. Support the education of former 4-H members through the VLAT Buddy Anderson Memorial Scholarship.

BYLAWS

Revised - Adopted June 5, 2007

1. Name: The name of this organization shall be the "4-H Volunteer Leader's Association of Texas".

2. Membership: Membership in the Association shall include and be open to all active 4-H adult leaders in Texas regardless of socio-economic level, race, color, sex, religion, disability or national origin.

3. Voting Delegates: Four delegates shall be elected or selected from each Extension district with delegate names submitted to the State office by the district Extension Administrators. Voting delegates shall be elected or selected for a two year term. The terms shall be staggered with each Extension district electing or selecting two voting delegates each year.

Each district is requested to designate 1st and 2nd alternates in addition to the four elected delegates. Each district is eligible for four votes by delegates. In the absence of elected and/or alternate delegates from a district, the adult leaders from that district may elect leaders present to serve at that meeting and will have all the privileges of a voting delegate except for the election to a state office.

4. Officers: Association officers shall consist of: President, First Vice-President, Second Vice-President, Secretary, Treasurer, Public Relations. Association officers shall have a vote. Delegates duly elected by their district Associations and state officers are eligible for election to a State office. One officer from any district may be elected at each election.

a. The executive committee shall consist of the Association officers and the most immediate Past President and shall be empowered to act on behalf of the Association unless otherwise indicated by the voting delegates.

b. All Past Presidents, may serve in an advisory capacity and on the executive committee without a vote, except that the most immediate Past President who shall have a vote on the Executive Committee.

5. Term of Office: All officers shall be elected for a three year staggered term. They shall be elected and installed during the VLAT meeting held during Texas 4-H Roundup. The President and Secretary shall be elected in the same year. The following year the First Vice-President and the Treasurer shall be elected. In the third year, the Second Vice-President and the Public Relations officer shall be elected. An elected officer except for the President can succeed himself/ herself in office at the discretion of the executive committee.

a. A vacancy occurring in any office shall be filled for an unexpired term by a delegate appointed by a majority vote of the executive committee.

b. An elected officer moving from one district to another shall be allowed to serve out his/her term of office. An officer moving out of state shall automatically relinquish his/her position.

6. Appointed Positions: The Executive Committee may, as the need for specialized advice and help arises, appoint coordinators to help the Executive Committee conduct the business of the Volunteer Leaders' Association of Texas. The Promotional/Sales Coordinator(s) and VLAT Website Coordinator are appointed positions. Each year, the Executive Committee will review these appointments and evaluate the need for continuing, discontinuing, adding to, or changing coordinators. As with Past Presidents, appointed coordinators may serve in an advisory capacity and on the Executive Committee without a vote.

7. Representation: The Association shall have representation (i.e. ad hoc committees, etc.) as appointed by the President to serve during the presidential term of office.

8. Meetings: There shall be two meetings per year-one at Texas 4-H Roundup in June and one at Teen Retreat in January.

8. Funds: The Association membership may raise funds as determined by the voting delegates. Funds shall be used in support of activities or programs sanctioned by the Association. Expenditures of Association funds shall be co-authorized by the Association's Treasurer and President.

9. Audit: An independent audit of the Association's financial books will be completed each summer.

10. Association Advisor: Extension 4-H Youth Development Specialist for Volunteer Development shall be the advisor to the Association.

11. Quorum: A quorum to conduct official business shall consist of voting delegate(s) representing at least one-half of the Extension Districts.

12. By-Laws and Amendments: The By-Laws may be amended by a two-thirds majority of the attending voting delegates that notice of character of the proposed amendment has been given in the notice of the meeting. A copy of the current By-Laws shall be available to the voting delegates at each meeting.

13. Dissolution: In the event that the 4-H Volunteer Leader's Association of Texas is dissolved, thereupon secession of its functions, its assets shall be transferred to the Texas 4-H Development Foundation solely to underwrite youth educational programs and activities.

AWARDS

Meritorious Service Award
The 4-H Volunteer Leaders' Association of Texas annually recognizes an outstanding county extension agent, county extension director, or program assistant and an outstanding extension specialist (any program area) or district extension administrator. The purpose of this award is to recognize Extension faculty members for their involvement in making 4-H volunteers more effective in their roles. These nominations are not limited to the 4-H faculty, but include other program areas as well.

Pennies for Progress

The purpose fo the Texas 4-H Pennies for Progress Program is to collect funds for the renovation and improvement of existing facilities and construction of new facilities across the state. The project will be endowed in the anme of 4-H youth as their contribution to 4-H in Texas.
